Dr. Tsui-Chun Hu is an Assistant Professor at the College of Education, National Taiwan Normal University (NTNU), where she teaches a diverse range of courses, including the Program of PASSION Quality Education in Rural Schools, Cross-disciplinary Learning and Career Exploration, Self-directed Learning: Project-based Inquiry, and General English. Dr. Hu holds a Ph.D. in Foreign and Second Language Education from the State University of New York at Buffalo and a Master’s degree in Curriculum and Instruction from North Carolina State University. Her research expertise encompasses teaching English as a Foreign Language (EFL), teaching Chinese as a second/foreign language, language awareness, L2 engagement, rural education, and remedial instruction. As the Executive Secretary of the Office of University Social Responsibility, Dr. Hu is deeply committed to harnessing the university’s role in social responsibility to bridge educational gaps and provide high-quality learning opportunities for underprivileged communities both in Taiwan and globally.

Dr. Hu’s dedication to improving rural education is evident through her leadership in several impactful initiatives. As the co-director of the PASSION (Project of Adaptive Screening, Streaming, and Instruction for Omni-directional Nurturing) Program at the Research Center for Psychological and Educational Testing, she has overseen more than 15 major projects designed to enhance educational outcomes in rural areas. These projects have facilitated the launch of over 1,500 remedial classes, with nearly 12,000 student attendances across 27 rural schools in Taiwan. Through targeted interventions such as scientifically-proven diagnostic tools, customized teaching packages, and professional development workshops, Dr. Hu’s efforts have significantly advanced educational quality in these underserved regions. Additionally, as one of the leaders of the Research Team at the Chinese Language and Technology Center (CLTC), she has assisted in the coordination of two major international projects with the Tzu Chi Foundation, which have provided essential educational support to over 300 Syrian refugee children and more than 100 students in rural Northern Thailand through the employment of an innovative Mandarin Chinese e-learning platform and online teaching packages. Her initiatives have played a crucial role in bridging educational disparities and creating supportive learning environments for students.

Dr. Hu’s impact extends beyond student support to include professional training for teachers on both local and global scales. Her rural education research projects have hosted numerous workshops across Taiwan, totaling over 3,200 teacher attendances. To further expand her influence, Dr. Hu’s team has collaborated with the BOYO Social Welfare Foundation, providing specialized training for local English teachers through online workshops, which have attracted 815 teacher attendances. Dr. Hu has also supported global education initiatives by equipping over 100 volunteers with the necessary Mandarin Chinese teaching skills and knowledge for Tzu Chi Foundation’s global projects. Through her expertise in language education and the systematic use of the teacher toolkits she developed, Dr. Hu continues to effectively assist a growing number of educators. Her expanding social impact is further evidenced by her training of more than 80 international volunteer teachers across Taiwan, commissioned by the Youth Development Administration of the Ministry of Education.

In addition to her extensive work on training programs, Dr. Hu has showcased exceptional research and development skills through her supervision of the CLTC’s development of several advanced language learning tools. These include the online reading platforms Smart Reading-English and SmartReading-Mandarin, which utilize AI technology to assess learners' reading levels and provide personalized English and Chinese reading materials and quizzes to boost motivation and comprehension. She has also led the development of the game-based learning platform Smart Phonics, which offers online phonics assessments and helps learners develop phonics skills through structured instruction and engaging activities.

Dr. Hu’s contributions to scholarly research are equally notable. She has served as a guest editor for the Journal of Research in Education Science on the issue of rural education, further demonstrating her expertise and leadership in the field. Her scholarly work reflects her research interests and is evidenced through an impressive body of publications. She has co-authored five peer-reviewed journal articles, contributed chapters to edited volumes, and delivered 15 conference papers. Her research explores innovative teaching methods and technologies for EFL, the effectiveness of remedial education programs, and strategies for enhancing the learning experiences of rural students. These publications offer valuable insights into the challenges and opportunities of teaching English and other subjects in rural and underprivileged settings.

Dr. Hu’s efforts in advancing rural education have been recognized through several prestigious awards. In 2022, 2023, and 2024, she was honored with gold and silver awards in the Taiwan Sustainability Action Awards (TSAA), which recognize remarkable achievements and initiatives in sustainability across various industries, for her co-leadership in the “Cultivating Rural Education” project. She also received the silver award in the Taiwan Corporate Sustainability Awards (TSCA) for her co-led project “Cultivating Rural Education: Broadening, Enhancing, and Seamlessly Integrating” in 2020. Furthermore, Dr. Hu was awarded the NTNU Academic Paper and Monograph Grant for her significant research contributions and the NTNU Excellence Award for Industry-Academia Cooperation and Research and Development Results Promotion for her collaborative efforts in advancing rural education in 2023.

Dr. Tsui-Chun Hu’s career is distinguished by her profound commitment to enhancing educational opportunities for underprivileged and rural populations. Her innovative initiatives, extensive research contributions, and the recognition she has received reflect her ongoing commitment to closing the educational attainment gap and fostering quality education for all. Through her work, Dr. Hu continues to make a significant and positive impact on the field of education, both locally and globally, striving to create lasting improvements in teaching and learning for underserved communities.
